Ocean City FD Says Goodbye To One Of Its Own

Frank William Muller, Jr., 68 of Warwick, MD, formerly of Elkton, passed away Tuesday, November 7, 2023 at home.
Born on May 21, 1955, he was the son of the late Frank W. Sr. and Shirley (Ledford) Muller.
At the age of 16, Frank joined the Singerly Fire company, starting his lifelong passion. He served as the Unit Engineer for the Snorkel, as Captain from 1979-1980, Assistant Chief in 1983 and Deputy Chief in 1984 for Singerly Fire Co. In 1973, he was recognized as Cecil County Fire Chief’s Association, Fireman of the Year. He began employment at Ocean City Fire Dept. receiving his certification as a MD EMT-A, and became their first Advanced Life Support (ALS) Provider and Instructor.
Moving back to Elkton, he began working at Fire Headquarters as a 911 operator and dispatcher, and taught the first class for Cardiac Rescue Technician for Singerly Fire Company which helped mold the current ALS Community. In the early 1980’s Frank joined the Cecil County Sheriff as a Patrol Deputy. Recognizing the great need for EMS Providers, he developed and proposed a new program, the Deputy Medic Program, training deputies to the levels of CRT, EMT and IV-Techs to help respond to emergency medical calls. This program became a model for other programs across the state. He served as ALS Coordinator from 1986-1991. He was then promoted to lead the Dept. of Emergency Services. He retired in 2007.
Frank received numerous other awards over the years, including recognition from several different governors for the State of MD, for his dedication, integrity and outstanding service to the citizens of Cecil County and the State of MD. He was inducted into the Harford-Cecil Hall of Fame, the MSFA Hall of Fame, and recognized for 50 years of service to Singerly Fire Company in May of 2023.
Survivors include his two sons: Robert Frank Muller (Sarah) of Warwick, MD and William Patrick Muller (Alison) of Elkton, MD; sister: Penny Muller-Barr of Elkton, MD; brother: Gregory Muller of IL; and six beloved grandchildren: Brayden, Owen, Olivia, Grace, Ben and Adelyn.
Visitation will be held on Thursday, November 9, 2023 at Singerly Fire Station, 300 Newark Avenue, Elkton, MD from 2:00 pm until 4:00 pm, 6:00 pm until 8:00 pm and again on Friday, November 10, 2023 beginning at 10:00 am, prior to funeral services commencing at 11:00 am.
Interment will follow services in Gilpin Manor Memorial Park, Elkton, MD.
In lieu of flowers, memorial contributions may be made to the Cecil College Foundation – Frank W. Muller Scholarship, in care of Crouch Funeral Home, 127 South Main Street, North East, MD.
